Cuomo has long been a supporter of online gambling and has argued that in effect gambling is already a reality in the state.

He points out that currently betting is already allowed on horse-racing and lottery games. At present there are five existing casinos operating on Indian reservations.

All the nine racetracks or “racinos” as they are known already offer video slot machines which have succeeded in generating over $3.3 billion in state revenues since 2004 according to the New York Gaming Association.

Added to this New York is surrounded by neighboring states who already offer casino gambling. Cuomo believes that all that is happening is that potential revenues from gambling in New York are presently going out of state and thus preventing much needed income for the state of New York.

Cuomo has been repeatedly quoted as saying, “It’s not a question of whether we should have gaming in New York — the fact is we already do.” Gov. Cuomo further pushed for legalizing gambling in a speech at the Empire City racino where he comically pointed out that the only difference between “casino” and “racino” is a single letter.Cuomo also believes that the legalization of online casino gambling will offer an alternative to raising taxes which would prove highly unpopular among New Yorkers.

It remains to be seen how many casino licenses will be granted and the exact changes that will be passed through the legislation. It seems that the momentum for legalizing internet casino gambling is unstoppable as market forces will always prevail in the end.
